Amends Arkansas Code § 8-6-712(c)(2) to clarify language regarding solid waste disposal by municipalities with existing permitted landfills, replacing "Nothing in this section shall" with "This section does not" and changing "city" to "municipality"

Amends Arkansas Code § 8-6-1701(1) to clarify the definition of "open burning" by specifying that it does not include activities exempted from air pollution rules if those activities do not cause a fire or safety hazard

Amends Arkansas Code § 8-7-1008(b)(1) regarding employee training under the Public Employees' Chemical Right to Know Act to clarify references to the Director of the Department of Labor or Division of Labor

Establishes legislative intent that the act makes only technical, not substantive, changes to the Arkansas Code and does not repeal other acts from the 93rd General Assembly's regular session
