Clarifies language in Arkansas Code § 9-9-217 to specify that members of the General Assembly attending family law hearings shall not disclose information obtained during attendance.

Amends Arkansas Code § 9-11-102 to change minimum marriage age requirement from 17 years to 18 years, while allowing 17-year-olds to marry with verified parental or guardian consent through affidavit signed before a notary public.

Reorganizes and clarifies marriage consent requirements, including provisions for divorced parents, parental custody through abandonment, and court authority to void parental consent on grounds of unfitness or when marriage is not in the contracting party's best interest.

Repeals Arkansas Code § 9-14-402 and § 9-14-403 relating to the obsolete State Commission on Child Support and its staffing and duties.

Amends Arkansas Code § 9-20-121 to clarify that federal and state representatives and senators shall not disclose custody and protective services information obtained under that section.
