Amends Arkansas Code § 10-2-130(b) to remove an obsolete reference to Acts 2003, No. 1181, which expired, while maintaining provisions for education cost studies and adequacy studies conducted by the General Assembly.

Repeals Arkansas Code § 10-3-1109(a)(3) as obsolete, which required contracts of the Joint Interim Committee on Legislative Facilities to be approved by the Governor, Auditor of State, and Treasurer of State under a repealed constitutional provision.

Repeals Arkansas Code § 10-3-2802 (Interagency Task Force for the Implementation of Criminal Justice Prevention Initiatives) because it expired by its own terms on July 1, 2019.

Repeals Arkansas Code § 10-3-3001 (Behavioral Health Treatment Access Legislative Task Force) because it expired by its own terms on September 30, 2017.

Establishes that the act makes only technical, not substantive, changes to the Arkansas Code of 1987 and does not repeal other acts from the 93rd General Assembly regular session, with such acts taking precedence in case of conflicts.
