Removes references to "revisions" from Arkansas Code § 14-55-704(a) regarding municipal code amendments to conform with a 2019 amendment.

Replaces ambiguous "and/or" language with "or" followed by clarifying phrases like "or both" in nine sections of the Arkansas Code governing local government, regional facilities, waterworks, wastewater facilities, and fire ant abatement districts.

Standardizes terminology by replacing "Cooperative Extension Services" with "University of Arkansas Cooperative Extension Service" and changing "chairman" to "chair" in § 14-286-105(e).

Establishes that this act makes only technical, not substantive, changes to the Arkansas Code and does not repeal other acts from the 2021 regular session.
