Amends the definition of "state-certified production" under the Digital Product and Motion Picture Industry Development Act of 2009 to clarify that rules must be "promulgated under" rather than "established to be promulgated under" this subchapter

Revises rebate application procedures to correct terminology by changing "application for rebate" to "application for a rebate" and specifies that applications and expenditure estimates must be approved before production commences in Arkansas

Modifies the financial incentive agreement requirements to specify that the term shall be calculated from the date the agreement is signed by the production company and director

Updates Arkansas Code § 15-58-305 to clarify the culpable mental state for interfering with the Director of Environmental Quality by changing "willfully" to "knowingly" and revises the penalty structure for the unclassified misdemeanor

Establishes legislative intent that this act makes only technical, not substantive, changes to the Arkansas Code and that no prior acts from the 93rd General Assembly are expressly or impliedly repealed
