Amends Arkansas Code § 18-46-104(1) concerning the Medical, Nursing, Hospital, and Ambulance Service Lien Act by clarifying language regarding the extent of liens for services rendered to patients injured through the fault or neglect of others.

Changes wording from "that the patient or of someone acting on his or her behalf" to "the patient or of someone acting on his or her behalf" for grammatical clarity.

Changes reference from "himself or herself" to "the patient" for consistency and clarity in describing the injury causation requirement.

Establishes that this act does not expressly or impliedly repeal any act passed during the 93rd General Assembly's regular session.

Specifies that any conflicts between this act and other 93rd General Assembly acts shall treat those acts as subsequent legislation with full force and effect, and declares this act makes only technical, not substantive, changes to the Arkansas Code.
