Changes Arkansas Code § 20-79-205 to replace "deputy director" with "Director" of the Division of Workforce Services in provisions regarding rehabilitation services administration.

Maintains Arkansas Rehabilitation Services' authority to supervise and administer rehabilitation services for persons with physical or mental disabilities, including blind citizens and those benefiting from independent living services.

Preserves existing provisions authorizing Arkansas Rehabilitation Services to enter reciprocal agreements with other states, conduct research on services for individuals with disabilities, license visually impaired persons to operate vending stands, and establish business enterprises for individuals with severe disabilities.

Establishes legislative intent that the act does not repeal other acts from the 93rd General Assembly regular session and that any conflicts will be resolved in favor of other regular session acts.

Clarifies the act makes only technical, not substantive, changes to the Arkansas Code of 1987; approved March 25, 2021.
