Amends Arkansas Code § 22-10-502(a) to replace references to "Arkansas Economic Development Commission or the Building Authority Division" with "Department of Transformation and Shared Services" under the Partnership for Public Facilities and Infrastructure Act.

Amends Arkansas Code § 22-10-503(a) and (b) to correct agency references, replacing "commission or division and the authority" with "Department of Transformation and Shared Services and the Arkansas Development Finance Authority" for rule promulgation and procurement guidelines.

Establishes legislative intent that the act makes only technical, not substantive, changes to the Arkansas Code of 1987.

Provides that in case of conflict between this act and other acts passed during the 93rd General Assembly's regular session, the other acts shall be treated as subsequent acts and given full force and effect.
