Amends Arkansas Code § 23-63-1620(k)(6) to replace short-form references with fully defined terms in sponsored captive insurance company insolvency provisions.

Amends Arkansas Code § 23-63-1705(b)(2)(B) to clarify investment limitation language for protected cells in captive insurance companies.

Repeals Arkansas Code § 23-79-160, which addressed health insurance information requirements for the Health Care Independence Program that ended December 31, 2016.

Establishes legislative intent that this act makes only technical, not substantive, changes to the Arkansas Code of 1987 and does not repeal other acts from the 93rd General Assembly regular session.
