Appropriates $976,863 from the Miscellaneous Agencies Fund Account to the Arkansas Ethics Commission for fiscal year 2021-2022, comprising $653,455 in regular salaries, $209,498 in personal services matching, $110,910 in operating expenses, and $3,000 in conference and travel costs.

Establishes maximum of 11 regular employees for the Commission including one Ethics Commission Director, one Information Technology Manager, four Attorney Specialists, three Ethics Commission Compliance Specialists, one Business Operations Specialist, and one Administrative Specialist III.

Requires all fund disbursement to comply with state procurement law, accounting and budgetary procedures law, revenue stabilization law, regular salary procedures and restrictions act, and other applicable fiscal control laws and regulations.

Declares an emergency effective July 1, 2021 to ensure the agency has necessary appropriations for immediate operation and to avoid delay in essential governmental programs.
