Amends Arkansas Code § 25-43-502(a) to add the Commission for Arkansas Public School Academic Facilities and Transportation as subdivision (16) to the list of state entities transferred to the Department of Education by cabinet-level department transfer.

Clarifies legislative intent that the act does not expressly or impliedly repeal any act passed during the 93rd General Assembly's regular session.

Establishes that if conflicts exist between this act and other 93rd General Assembly acts, the other acts are treated as subsequent acts with full force and effect.

Specifies that Section 1-2-107 does not apply to resolve conflicts between this act and other 93rd General Assembly legislation.

Declares that the act makes only technical, not substantive, changes to the Arkansas Code of 1987.
