Appropriates $10,000 from the State Central Services Fund to the Bureau of Legislative Research of the Legislative Council Disbursing Officer for the fiscal year ending June 30, 2022.

Funds are designated for payment of per diem, expenses, and mileage to non-legislative task force, committee, or commission members.

Disbursement of funds must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable state fiscal control laws and regulations.

Requires that funds be used in compliance with stated reasons documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2021, due to constitutional restrictions on multi-year appropriations and the need for uninterrupted agency operations.
