Amends Arkansas Code § 23-79-2102(4) to expand the definition of "health benefit plan" to include individual qualified health insurance plans under § 23-61-1001 et seq.

Clarifies that "health benefit plan" includes indemnity and managed care plans, and plans providing health benefits to state and public school employees under § 21-5-401 et seq.

Specifies that "health benefit plan" excludes disability income plans, credit insurance, supplemental liability coverage, automobile/homeowners medical payments, workers' compensation, hospital confinement-only plans, accident-only plans, specified disease plans, and dental/vision-only plans.

Excludes Medicaid programs (42 U.S.C. § 1396a et seq.) from the definition of "health benefit plan," with the exception of individual qualified health insurance plans.

Applies step therapy protocol regulations to a broader range of health insurance products by including individual qualified health plans in the definition of affected health benefit plans.
