Appropriates $16,500,000 to the University of Arkansas - Division of Agriculture for fiscal year ending June 30, 2022, payable from cash funds for construction, renovation, maintenance, equipment, personal services, and operating expenses.

Prohibits the Board of Trustees from selling the Pine Tree Research Station in St. Francis County to private entities or individuals.

Allows sale of Pine Tree Research Station only to non-profit corporations with a primary mission to keep land open to the public and operate for a minimum of five years.

Requires Pine Tree Research Station to remain open to the public for fishing, hunting, biking, bird watching, and hiking, except for property in row crop cultivation as of 2020.

Establishes the appropriation effective July 1, 2021, while Pine Tree Research Station provisions take effect immediately upon passage and approval through June 30, 2022.
