Creates the Gender Integrity Reinforcement Legislation for Sports (GIRLS) Act under Arkansas Code Title 16, Chapter 129, establishing requirements for athletic teams sponsored by covered entities.

Requires all interscholastic, intercollegiate, intramural, and club athletic teams to be expressly designated as male, female, or coed based on sex defined as immutable biological sex determined by anatomy and genetics at time of birth.

Prohibits members of the male sex from participating in athletic teams or sports expressly designated for females, women, or girls.

Defines covered entities as Arkansas schools receiving state funds, other schools whose teams compete against state-funded schools, and entities receiving membership fees from covered schools.

Authorizes the Attorney General to bring civil action against covered entities and their directors, officers, agents, and employees for knowing violations, with courts empowered to impose injunctions barring violators from receiving public funds for one year.
