Increases the threshold for competitive bidding requirements from $20,000 to $35,000 for county purchases and first-class city purchases.

Establishes automatic adjustment of bidding thresholds beginning January 1, 2025, and every five years thereafter based on the Consumer Price Index for All Urban Consumers, rounded to the nearest whole number.

Increases the allowable amount for after-market equipment on new motor vehicles purchased by counties and municipalities from $600 to $1,200 over the fleet price awarded by the Office of State Procurement.

Requires the Department of Finance and Administration to notify each county and city of the first class and Arkansas Legislative Audit of any threshold adjustments following the five-year Consumer Price Index reviews.

Makes technical corrections to statutory language regarding municipal purchasing procedures and bonds for officers and employees.
