Adds "Comprehensive Transition and Postsecondary Program" as a defined term under Arkansas Academic Challenge Scholarship Program - Part 2, as programs approved by the U.S. Department of Education under 34 CFR § 668.230 et seq.

Expands scholarship eligibility to include students accepted into approved comprehensive transition and postsecondary programs, in addition to traditional higher education institutions.

Creates new section 6-85-222 establishing specific eligibility requirements for scholarship recipients in comprehensive transition programs, including completion of high school within an individualized education program and enrollment within 36 months of high school completion.

Limits scholarship renewal for comprehensive transition program students to either earning a bachelor's degree or attempting 130 semester hours within 8 semesters, with extension possible if the program requires more hours.

Designates four specific approved programs eligible for the scholarship: Arkansas State University H.O.W.L. Transition Program, South Arkansas Community College Academic and Career Achievement Program, University of Arkansas EMPOWER Program, and University of Arkansas - Pulaski Technical College 3D Program.
