Increases the minimum age requirement for hunting and fishing licenses from 16 years old to 18 years old across all license types for Arkansas residents

Amends Arkansas Code § 15-42-104(a)-(c) to change age thresholds for resident basic hunting licenses, sportsman hunting licenses, fishing licenses, and combination hunting and fishing licenses

Applies the 18-year minimum age requirement to all special permits including migratory bird hunting, bonus deer permits, elk hunting, and trout fishing permits

Amends Arkansas Code § 15-42-106(b) to prohibit persons age 18 and older from taking fish using nets, seines, or gigs without a resident fishing license

Amends Arkansas Code § 15-42-110 to raise the minimum age for three-day fishing licenses from 16 to 18 years old
