Establishes 12 regular employee positions for the Department of Transformation and Shared Services - Arkansas Geographic Information Systems Office for fiscal year 2021-2022, including 1 State Geographic Info Officer (Grade IT10), 1 GIS Lead (Grade IT08), 4 Senior GIS Analysts (Grade IT07), 2 GIS Analysts (Grade IT06), 1 Land Survey State Surveyor (Grade GS12), 1 Surveyor (Grade GS09), and 2 Administrative Specialists.

Authorizes 1 temporary or part-time "Extra Help" employee position with pay rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,392,094 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $775,185 in regular salaries, $243,354 in personal services matching, $245,742 in operating expenses, $14,350 for conferences and travel, and $107,000 for professional fees.

Appropriates $1,200,000 from the Geographic Information Systems Fund for Geostor and framework spatial data operations, as authorized by Arkansas Code 15-21-504 and 15-21-502.

Transfers any unexpended balance from the Miscellaneous Agencies Fund Account to the Geographic Information Systems Fund at fiscal year end for operating and maintaining the Arkansas Spatial Data Infrastructure; effective July 1, 2021 through June 30, 2022.
