AR SB461

Establishes the "Farmers Right to Repair Act" requiring original equipment manufacturers to provide documentation, parts, tools, and embedded software updates to independent repair providers and equipment owners on fair and reasonable terms for diagnosing, maintaining, and repairing farm equipment.

Requires manufacturers to make parts available for legacy equipment (at least 10 years old) even if parts are no longer available or cannot be reverse engineered.

Prohibits manufacturers from intentionally disrupting embedded software on older equipment versions through firmware upgrades to coerce owners into purchasing newer products.

Requires manufacturers to provide documentation, tools, and parts needed to reset electronic security locks disabled during repair, potentially through a secure release system.

Exempts motor vehicles, motor vehicle manufacturers, and motor vehicle equipment from the law; violations are treated as unfair and deceptive trade practices enforceable by the Attorney General; effective January 1, 2022.
