Prohibits physicians and other persons from knowingly performing abortions solely based on the race of the unborn child or because the unborn child has been diagnosed with a genetic abnormality or potential genetic abnormality.

Establishes criminal penalties of a Class D felony for knowingly performing a prohibited abortion and civil penalties including damages, license suspension or revocation, and injunctive relief.

Allows women who receive prohibited abortions without being informed of the law, their parents or guardians (if minor or incompetent), and certain healthcare providers to pursue civil actions for actual and punitive damages, plus statutory damages equal to 10 times the cost of the abortion.

Exempts the pregnant woman from criminal and civil liability for receiving a prohibited abortion and requires her identity to be protected from public disclosure in civil proceedings.

Contains a severability clause stating that if the prohibition is found invalid before viability, it remains applicable to pregnancies past viability, and clarifies the law does not create a right to abortion.
