Establishes a maximum of 114 regular employees for the Department of Labor and Licensing - Workers' Compensation Commission for fiscal year 2021-2022, including 1 Chairman (Grade SE03), 2 Commissioners (Grade SE02), 1 Chief Executive Officer (Grade SE01), and various administrative, legal, and technical staff positions.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $11,305,973 from the Workers' Compensation Fund for WCC Administration, including $6,712,185 for regular salaries, $2,173,493 for personal services matching, and expenses for operations, conferences, travel, professional fees, and computer software/hardware.

Appropriates $21,550,000 from the Death and Permanent Total Disability Trust Fund for death and total disability claims ($21,000,000) and refunds/reimbursements ($550,000), plus $500,000 from the Second Injury Trust Fund for second injury claims.

Appropriates $140,000 from a cash fund for scholarships and educational conference expenses, and $150,000 from the Workers' Compensation Fund for building repairs and maintenance; act becomes effective July 1, 2021.
