Establishes a new "state park restaurant private club permit" as a category of alcoholic beverage permit in Arkansas, allowing nonprofit corporations to serve alcoholic beverages to members in state park restaurants.

Applicants must be nonprofits existing for at least one year with minimum 100 members, own or lease property in a state park, and operate a restaurant meeting food service standards (50+ seat capacity, at least one meal per day, open minimum 5 days per week).

Requires approval from both the county governing body and the Secretary of the Department of Parks, Heritage, and Tourism, with annual permit fee of $1,500 (plus additional $1,500 if alcoholic beverage sales not authorized by local option).

Imposes supplemental taxes of 10% and 4% on gross receipts from mixed drinks and beverage service charges, with the 4% tax credited to the University of Arkansas Medical Center Fund for construction loan repayments.

Permit holders cannot sell alcoholic beverages by package or drink, can only serve members and their families/guests on premises, and are prohibited from advertising alcohol in counties without local option authorization.
