Grants the Arkansas Department of Health authority to enforce Centers for Disease Control and Prevention workplace guidelines on railroads during a nationally declared pandemic.

Defines "railroad" to include commuter rail service, short-haul passenger service, and high-speed ground transportation systems operating on rails or electromagnetic guideways within the state, excluding isolated rapid transit operations.

Requires all railroads operating in Arkansas to comply with CDC workplace guidelines when a national pandemic is declared by the Centers for Disease Control and Prevention.

Declares an emergency clause, making the act effective immediately upon gubernatorial approval, expiration of the veto period, or override of a gubernatorial veto.
