Amends the definition of "vote center" to clarify that county boards of election commissioners (in addition to county clerks) may designate election day locations where qualified electors from any precinct in the county may vote.

Requires the county board of election commissioners to certify to the Secretary of State and county quorum court that the county has secure electronic connections before establishing vote centers, including protections against duplicate voting, unauthorized access to electronic pollbooks, voter registration databases, and voting equipment.

Allows counties to adopt an ordinance to establish vote centers for elections only after the county board of election commissioners has certified sufficient security measures.

Requires vote center locations to remain the same as the immediately preceding general election unless changed by order of the county board of election commissioners.

Prohibits changing vote center locations less than 30 days before an election except in the event of an emergency.
