Establishes 5 regular employee positions for the Department of Health - Arkansas Minority Health Commission for fiscal year 2021-2022, including an Accountant II, Grants Coordinator, Health Program Specialist I, Human Resources Analyst, and Fiscal Support Analyst.

Appropriates $1,660,317 from the Targeted State Needs Program Account for personal services and operating expenses, including $221,985 for regular salaries, $77,990 for personal services matching, $531,788 for operating expenses, $20,000 for conferences and travel, $250,000 for professional fees, and $558,554 for screening, monitoring, treating and outreach activities.

Requires prior approval from the Arkansas Legislative Council or Joint Budget Committee for any transfers of funds from operating expenses or screening/monitoring/treatment/outreach appropriations to promotional items.

Restricts all appropriations from being transferred under Arkansas Code 19-4-522 except as specifically provided in this act, and allows budget modifications between maintenance and general operation classifications only with Legislative Council or Joint Budget Committee approval.

Declares an emergency effective July 1, 2021, based on the Arkansas Constitution's one-year appropriation limit and the essential nature of these funds to agency operations and governmental programs.
