Renames the "State Apprenticeship Coordination Steering Committee" throughout Arkansas Code and restructures its membership from 8 to 13 members, including representatives from employers, labor unions, educational institutions, workforce development, and the Office of Skills Development.

Adds definitions for "pre-apprenticeship" and "youth apprenticeship" programs to Arkansas apprenticeship laws, with pre-apprenticeship programs not required to be federally registered.

Establishes a new State Electrical Apprenticeship Committee consisting of 7 voting members (1 journeyman electrician, 1 engineer, 4 master electricians, 1 employer representative) appointed by the Career Education and Workforce Development Board.

Requires apprenticeship program sponsors to provide employer names to the Office of Skills Development by September 1 annually, with employer information exempt from the Freedom of Information Act unless approved by the employer.

Authorizes the Arkansas Construction Industry Craft Training Trust Fund to support youth apprenticeship and pre-apprenticeship construction trade programs in secondary vocational centers, administered by the Office of Skills Development and the State Apprenticeship Coordination Steering Committee.
