Amends Arkansas Code § 3-5-601 to allow winery permits to be issued in dry counties where wine sales have not been authorized by local option election, treating native wine as an agricultural commodity for industry stimulus purposes.

Requires wine sold under winery permits to be manufactured in Arkansas and contain at least 75% by volume fermented juice of grapes or other fruit grown in Arkansas.

Permits appellation of origin designations for native wine regardless of wet or dry county classification.

Amends Arkansas Code § 3-8-301 to exempt winery permit holders under § 3-5-601 from provisions of § 3-8-302 et seq., creating separate regulatory treatment for qualifying wineries.
