Adds "foster care" to the definitions section, defined as care of a child by a group home, group facility, or single-family foster home on a twenty-four-hour-a-day basis away from the child's parent or parents

Prohibits school districts from imposing out-of-school suspensions or expulsions on students in kindergarten through grade 5, except when behavior poses physical risk to self or others or causes serious disruption that cannot be addressed through other means

Prohibits school districts from imposing out-of-school suspensions or expulsions on any student in kindergarten through grade 12 who is in foster care

Allows school districts to impose suspensions or expulsions on these protected students only in cases where behavior poses physical risk to self or others, or causes serious disruption that cannot be addressed through other means
