Prohibits healthcare professionals from engaging in conversion therapy with minors under 18 years of age.

Defines conversion therapy as any practice seeking to change a person's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or eliminate same-gender attractions.

Excludes counseling that does not seek to change sexual orientation or gender identity but assists with gender transition, provides acceptance and support, or facilitates coping and identity exploration.

Subjects healthcare professionals who violate the prohibition to disciplinary action by their licensing or certifying state entity, including suspension or revocation of license, certificate, or authorization.

Prohibits use of public funds for practicing conversion therapy, referring persons for conversion therapy, covering conversion therapy under health benefits, or contracting with entities that conduct or refer persons to conversion therapy.
