Transfers administration of the Solid Waste Management and Recycling Fund from the Division of Environmental Quality to the Department of Finance and Administration

Repeals the existing 20% cap on moneys from the fund that the Division of Environmental Quality could use for administration, compliance, and enforcement activities

Requires landfill permittees and solid waste transporters to submit quarterly reports and pay fees to the Department of Finance and Administration instead of the Division of Environmental Quality

Updates multiple code sections to replace references to the Division of Environmental Quality with the Department of Finance and Administration regarding fund administration, fee collection, and regional board reporting requirements

Maintains existing fund distributions including $150,000 annually to the Crime Information System Fund for the scrap metal logbook program and $300,000 to the Arkansas Unpaved Roads Program Fund
