Appropriates $417,388 to the Department of Health - Arkansas Tobacco Settlement Commission for fiscal year 2021-2022, including $90,277 for regular salaries, $31,536 for personal services matching, and $250,000 for professional fees.

Authorizes two full-time positions: one ADH Tobacco Settlement Commission Director (Grade GS09) and one Administrative Specialist III (Grade GS04).

Requires the Commission to file quarterly progress reports to the Public Health, Welfare and Labor Committees and hire an independent third party to conduct biennial evaluations of tobacco settlement program expenditures.

Restricts transfer of appropriations under Arkansas Code 19-4-522, permitting transfers between maintenance and general operation budget classifications only with Chief Fiscal Officer and Legislative Council approval.

Specifies that state funds will not replace Tobacco Settlement funds when such funds expire unless appropriated by the General Assembly, and requires disclosure of this limitation to all employees and contractors funded from tobacco settlement proceeds.
