Relocates the Data and Transparency Panel from the Division of Information Systems to the Department of Transformation and Shared Services.

Expands panel membership from 13 to 15 departments by adding the Department of Commerce and Department of the Military as new participating entities.

Removes the requirement that the panel perform a feasibility and cost study on statewide data warehouse development.

Adds new duty requiring the panel to engage other divisions, boards, and commissions by soliciting input on information sharing opportunities.

Requires the panel to develop a unified longitudinal system linking agency information on education and workforce outcomes to assess individual results and align programs with the state's evolving economy.
