Establishes a maximum of 3 regular employees for the Department of Health - Arkansas Minority Health Commission for fiscal year 2021-2022: one ADH Director (Grade GS14), one Health Program Specialist I (Grade GS06), and one Media Specialist (Grade GS06)

Appropriates $237,583 from the Miscellaneous Agencies Fund Account for regular salaries ($169,716), personal services matching ($55,183), operating expenses ($12,184), and conference and travel ($500)

Appropriates an additional $25,949 from cash funds deposited in the State Treasury for personal services and operating expenses

Authorizes the Chief Fiscal Officer to establish a special Promotional Items appropriation, with transfers from operating expenses requiring prior approval by the Arkansas Legislative Council or Joint Budget Committee

Declares an emergency clause to make the act effective July 1, 2021, citing the constitutional prohibition on appropriations exceeding one year and the need for immediate agency operation
