Establishes maximum of 189 regular employees for the Department of Commerce - State Insurance Department for fiscal year 2021-2022, with positions ranging from State Insurance Commissioner (Grade SE03) to Administrative Specialist I (Grade GS02)

Authorizes 19 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $14,635,703 from the State Insurance Department Trust Fund for operations including $7,731,855 in regular salaries, $2,530,074 in personal services matching, and $956,000 in professional services

Appropriates additional funding for specialized programs including fraud investigation ($861,353), prepaid funeral benefits ($406,544), health information counseling ($1,258,950), and employee claims sections totaling $18,076,967

Appropriates $47,639,000+ for multiple trust funds and claims programs including state employee claims ($16,500,000), Arkansas Multi-Agency Insurance Trust Fund ($20,000,000), and public school insurance ($20,000,000), effective July 1, 2021
