Amends Arkansas Code § 27-65-107(a)(18) to add implementation of recommendations from the Arkansas Department of Transportation study as a new duty of the State Highway Commission requiring proposed rules.

Requires the State Highway Commission to submit proposed rules regarding fund distribution criteria, spending priorities for highway construction contracts, and implementation of study recommendations to the Highway Commission Review and Advisory Subcommittee of the Legislative Council for review.

Mandates the State Highway Commission submit proposed contracts valued at $50,000 or more to the Highway Commission Review and Advisory Subcommittee of the Legislative Council for review before contract execution.

Requires the Highway Commission Review and Advisory Subcommittee of the Legislative Council to allow members of the public reasonable time to comment on proposed rules and contracts submitted under the new requirements.

Exempts proposed rules from the Arkansas Administrative Procedure Act requirements but requires publication after review by the legislative subcommittee.
