Establishes maximum of 110 regular employees for the Department of Human Services - Division of Medical Services for fiscal year 2021-2022, with specific salary grades ranging from GS04 to SE01.

Authorizes up to 10 temporary or part-time "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $12,488,861 for operations including $6,317,233 for regular salaries, $201,892 for extra help, and $1,499,600 for data processing services.

Appropriates $9,054,833,925 for grant payments covering ARKids B Program ($207,222,020), Hospital and Medical Services ($7,147,865,506), Prescription Drugs ($579,386,547), Private Nursing Home Care ($842,142,061), and other medical services.

Appropriates additional funds for nursing home closure costs ($4,500,000), long-term care facility receivership ($100,000), and nursing home quality grants ($4,000,000).
