Creates new Arkansas Code § 12-29-119 establishing inmate telephone call fees for Division of Correction and Division of Community Correction facilities, capping per-minute costs at the Federal Communications Commission's maximum for interstate calls as of January 1, 2021.

Limits ancillary service charges on inmate phone calls in state correction facilities to only those types and amounts authorized by the Federal Communications Commission for interstate calls as of January 1, 2021.

Amends Arkansas Code § 12-41-105 to replace the term "prisoner" with "inmate" throughout and adds subsection (d) establishing phone call fees for regional or local detention facilities at thirty cents (30¢) per minute or the FCC interstate maximum as of January 1, 2021, whichever is higher.

Maintains existing provisions directing commissions and profits from inmate telephone and commissary services in county detention facilities to county sheriff's office communications facility and equipment funds.

Exempts Division of Correction facilities, Division of Community Correction facilities, municipal detention facilities, and large county detention facilities (population 175,000 or more) from the commissary and telephone service commission requirements.
