Adds definition of "rebate" to the Unfair Cigarette Sales Act as a payment made by a cigarette seller to a purchaser after the sale that serves as a discount or return of part of the amount previously paid.

Makes it unlawful for wholesalers, retailers, or salespersons to offer or give rebates or concessions in cigarette sales with intent to injure competitors or destroy or substantially lessen competition.

Creates exception allowing wholesalers to give rebates if paid by check or electronic direct deposit and the rebate does not result in a sale below the wholesaler's cost minus manufacturer discounts.

Makes it unlawful for retail dealers to induce or procure the purchase of cigarettes at prices less than the wholesaler's cost or to procure any rebates or concessions in connection with cigarette purchases.
