Expands the definition of "domestic violence" under Arkansas Code § 27-16-811(a) to include physical harm, bodily injury, assault, mental or emotional harm, and sexual abuse caused by family or household members or dating relationship partners.

Clarifies that "licensee" includes both victims of domestic violence and dependents of domestic violence victims who are applying for, renewing, or requesting changes to their driver's license.

Requires the Department of Finance and Administration to disclose a residence address only when presented with a current and valid court order finding a compelling reason for access and valid identification.

Prohibits disclosure of residence addresses to persons convicted of domestic violence or related by blood or marriage to the protected person, even if a court order is presented.
