Appropriates $25,738,839 for operations including $8,105,116 for regular salaries, $2,946,914 for personal services matching, and $6,946,304 for professional fees.

Appropriates $126,450,954 in federal funds for child care development discretionary ($55,445,681) and child care food program ($71,005,273).

Appropriates $22,000,000 for child care grants ($20,000,000) and Save the Children ($2,000,000), plus $36,786 for loan guarantees and grants, and $139,676 for commodity distribution and salvage container operations.
