Amends Arkansas Solid Waste Management Act to exclude post-use polymers and recovered feedstocks from the definition of "solid waste"

Defines "advanced plastic recycling" as manufacturing process converting post-use polymers and recovered feedstocks into hydrocarbon raw materials, feedstocks, chemicals, liquid fuels, and other products using processes including pyrolysis, gasification, depolymerization, catalytic cracking, reforming, hydrogenation, and solvolysis

Defines "advanced recycling facility" as manufacturing facility that receives, stores, and converts post-use polymers and recovered feedstocks using advanced plastic recycling while subject to applicable manufacturing regulations for air, water, waste, and land use

Defines "post-use polymer" as plastic managed as item of value in controlled manner, derived from industrial, commercial, agricultural, or domestic activities, not mixed with solid waste or hazardous waste, and sorted from waste prior to use as manufacturing feedstock

Defines "recovered feedstock" as post-use polymers or materials determined by EPA or Division of Environmental Quality as feedstock for advanced plastic recycling and not solid waste, but excludes unprocessed municipal solid waste and materials mixed with hazardous waste
