Amends Arkansas Code § 5-4-108 to require sentencing entities to consider the defendant's exposure to adverse childhood experiences, early childhood trauma, or involvement with child welfare agencies before imposing a sentence on those convicted as adults for crimes committed as minors.

Requires sentencing entities to consider the developmental differences and diminished culpability of child offenders relative to adult offenders.

Prohibits sentencing a defendant to death or life imprisonment without the possibility of parole if the defendant was less than 18 years of age at the time the offense was committed.
