Establishes maximum of 2,586 regular employees for the Department of Human Services - Division of Developmental Disabilities Services for fiscal year 2021-2022, with detailed salary grades and classifications for each position.

Authorizes up to 200 temporary or part-time employees ("Extra Help") at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $173,504,991 for personal services and operating expenses, including $87,650,345 for regular salaries, $35,468,332 for personal services matching, and allocations for overtime, maintenance, professional fees, and purchase of services.

Appropriates additional funds for Special Olympics grants ($178,768), community programs ($50,000), grants to community providers ($15,892,045), inter-divisional programs ($108,644), and autism treatment and coordination services ($273,974).

Prohibits closure of state-administered Human Development Centers at Conway, Arkadelphia, Jonesboro, Booneville, and Warren, and requires maximization of Medicaid funding for community-based services.
