Amends Arkansas Code § 5-73-306(18) to regulate where persons with concealed handgun licenses may carry firearms, allowing property owners to prohibit carrying by posting written notices readable from at least 10 feet away stating "carrying a handgun is prohibited"

Requires properties without roadway entrances to post at least one written notice within every three acres, with at least one notice placed anywhere on the premises

Exempts private homes from the written notice requirement, but requires any licensee entering a private home to notify the occupant that they are carrying a concealed handgun

Provides exceptions allowing concealed carry at public universities, colleges, community colleges, publicly owned parking lots, private employer parking lots, and government-owned locations under specific conditions defined in related statutes

Grants immunity from monetary damages to property owners and entities who choose not to prohibit concealed handguns by not posting the required notices
