Establishes 5 maximum regular employees for the Department of Commerce - Division of Aeronautics for fiscal year 2021-2022, including an Aeronautics Director (GS12), Engineer P.E. (GS11), Assistant Director (GS08), and two Executive Assistants (GS07).

Appropriates $15,649,424 from the Division of Aeronautics Fund for personal services, operating expenses, and airport grants, including $325,197 for regular salaries, $101,698 for personal services matching, $222,529 for maintenance and operations, and $15,000,000 for airport grant funding.

Appropriates an additional $12,000,000 from federal funds designated by the Chief Fiscal Officer for airport grant funding and related expenses.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws, with intent that funds be used according to stated reasons documented in budget manuals and legislative records.

Declares an emergency effective July 1, 2021, citing the constitutional requirement that appropriations cannot exceed one year and the need for immediate agency operation.
