Amends Arkansas Code § 7-5-305 to require county boards of election commissioners to refer suspected voter fraud instances to the State Board of Election Commissioners and Attorney General instead of only the prosecuting attorney

Establishes a toll-free hotline operated by the Attorney General to receive voter fraud complaints, with optional written complaint procedures via mail, email, or fax

Requires the Attorney General to maintain statewide statistics on voter fraud complaints and submit annual reports to the Legislative Council and State Board of Election Commissioners by October 1 each year

Grants the Attorney General authority to investigate voter fraud complaints after the State Board of Election Commissioners conducts preliminary investigation and returns complaints for investigation

Allows the Attorney General to appoint special prosecutors to investigate and prosecute voter fraud cases, with provisions for designating an external prosecuting attorney to handle complaints against the Attorney General or when conflicts of interest exist
