Prohibits filing a motion to modify a child custody or visitation order if the requesting party has outstanding child support arrears of $25,000 or more, a judgment on child support arrears of $25,000 or more not ordered as monthly installments, or unpaid attorney's fees and costs of $25,000 or more from a previous custody proceeding, unless the child is in imminent danger of physical harm or living with a non-parent third party.

Defines "imminent danger of physical harm" to include intentional physical injury, sexual abuse, sexual exploitation, drug use in the child's home or presence, and any act or omission giving rise to imminent danger of physical harm.

Requires parties filing a modification motion with outstanding balances to pay the total balance plus accrued interest within five (5) business days.

Imposes an additional 20% payment of the outstanding balance due at filing as attorney's fees and costs for proceedings related to the modification motion or countermotion.
