Ends all mandatory face covering requirements imposed by executive order of the Governor and the Department of Health under Arkansas Code §§ 20-7-109 and 20-7-110 effective on the bill's approval date.

Prohibits state agencies, political subdivisions, and state or local officials from mandating face masks, face shields, or other face coverings as a condition for entry, education, or services.

Requires state agencies and officials to provide notice that any face covering recommendations are not mandatory.

Exempts face covering requirements imposed by private businesses, state-owned or state-controlled healthcare facilities, Department of Corrections facilities, and Division of Youth Services facilities from the prohibition.

Declares an emergency and makes the act effective immediately upon Governor approval, expiration of veto period, or veto override by the legislature.
