Transfers all regulatory authority for long-term care facilities from the Office of Long-Term Care to the Department of Human Services across Arkansas Code Title 20, Chapter 10.

Removes references to "Office of Long-Term Care" and replaces them with "Department of Human Services" in 23 separate code sections governing facility licensing, resident rights, administrator certification, and enforcement actions.

Establishes the Division of Provider Services and Quality Assurance within the Department of Human Services as responsible for certifying, licensing, surveying long-term care providers, Medicaid providers, and substance abuse providers.

Adds new code section 25-10-145 defining the department's survey authority and requiring rules for entrance/exit conferences, record access, corrective action plans, and survey timelines.

Maintains all existing regulatory requirements, penalties, and procedural protections for long-term care facilities without substantive changes to policy.
